Taiwan Pet Import Requirements

Rabies-free and other-origin routes, vaccine and test deadlines, original documents and quarantine options.

Documents and permits

Dog / Cat · In the cabin / Accompanied hold baggage / Separate cargo service

For an ordinary import, apply to APHIA at least 20 days before arrival with identification and vaccination records, plus test evidence where required. Obtain the import quarantine permit before travel. At arrival, present its copy and the original export veterinary certificate, plus airway bill for cargo or customs declaration for accompanied travel. Special branches have different deadlines.

Ordinary healthy privately owned dogs/cats imported by air; the standard rabies-free branch here is for animals at least 180 days old with 180 days of continuous residence in recognised rabies-free regions. Other-origin steps do not establish trade admission. Mainland China, service dogs, young animals and special re-entry cases require their own branch; transport modes do not establish airline acceptance.

Applicable import pathway

Dog / Cat · In the cabin / Accompanied hold baggage / Separate cargo service

Recognised rabies-free origins are Japan, Singapore, Australia, New Zealand, Hawaii, Guam, UK, Sweden, Iceland, Norway except Svalbard, Estonia and Czech Republic. The ordinary route for pets at least 180 days old requires continuous residence in recognised rabies-free regions throughout the 180 days before entry. Younger and Taiwan re-entry cases have separate options; a last-minute flight through a listed airport does not qualify.

Quarantine planning

Dog / Cat · In the cabin / Accompanied hold baggage / Separate cargo service

For ordinary imports from non-rabies-free origins, plan for seven days in an approved quarantine facility unless APHIA approves a qualifying exemption. Check available spaces before applying. Online availability can change; an approved permit for a case needing facility quarantine includes the arranged reservation, so no duplicate facility application is needed. Do not treat a selected origin or an online vacancy as exemption approval.

Verify a readable implanted chip

Dog / Cat · In the cabin / Accompanied hold baggage / Separate cargo service

The pet must have an implanted readable microchip. Verify its number before arranging the vaccination certificate, antibody report and export certificate; all identity details must agree. A missing chip, missing number or mismatch can result in return, extended quarantine or other statutory action.

Rabies vaccination: 30 days to one year before entry

Dog / Cat · In the cabin / Accompanied hold baggage / Separate cargo service

The latest rabies vaccination must be within 30 days to one year before entry, using an inactivated vaccine or one approved locally. The pet must be at least 90 days old when vaccinated. This window also applies when the overseas vaccine label says three years; do not assume a booster removes the 30-day entry interval. Obtain a signed Chinese/English vaccination certificate with chip and vaccine details.

Original official certificate in Chinese or English

Dog / Cat · In the cabin / Accompanied hold baggage / Separate cargo service

Obtain the original export veterinary certificate from the exporting animal-quarantine authority, in Chinese or English. Include species, quantity, sex, age, chip, export country/exporter, examination showing no rabies signs, vaccination details and official date/stamp/signature. The rabies-free route also needs the residence declaration; other-origin routes need test details or the original test report.

Rabies-free route: document the residence history

Dog / Cat · In the cabin / Accompanied hold baggage / Separate cargo service

For this standard branch, pets at least 180 days old must have stayed continuously in recognised rabies-free regions for the 180 days before entry. The export certificate must attest that history. If that condition is not met, ask APHIA to assess the other-origin requirements; choosing Japan, UK or another listed departure is insufficient by itself.

Rabies-free route: transit can change quarantine

Dog / Cat · In the cabin / Accompanied hold baggage / Separate cargo service

A compliant rabies-free import does not require routine isolation. If changing transport in a rabies-affected region, seven-day quarantine can apply unless the exporting authority seals the crate with its numbered seal recorded on the certificate, or a transit authority/customs/airline/shipping company certifies no departure from the port/airport and no contact with susceptible animals. Arrange evidence before travel.

Other origins: standard antibody-test window

Dog / Cat · In the cabin / Accompanied hold baggage / Separate cargo service

For the ordinary first-import route from a non-rabies-free origin, a blood sample taken 90 days to one year before entry must show at least 0.5 IU/ml at a WOAH rabies reference laboratory or APHIA-designated laboratory. Repeat-test and Taiwan pre-export reports have separate timing options. Do not apply this ordinary route to mainland China without the required separate trade/re-entry approval.

Other origins: seven days or an approved exemption

Dog / Cat · In the cabin / Accompanied hold baggage / Separate cargo service

Plan seven-day quarantine unless approved otherwise. For the standard long-wait exemption, blood must be sampled 180 days to one year before entry, with either an application at least 120 days ahead, or application at least 20 days ahead plus direct verification/transmission of the report by the laboratory or export authority. Repeated tests and Taiwan re-entry have separate alternatives. Obtain APHIA approval; the origin selector cannot decide exemption.

Quarantine exemption: arrange official report verification

Dog / Cat · In the cabin / Accompanied hold baggage / Separate cargo service

If using the report-verification exemption route, arrange an APHIA-verifiable laboratory result, direct laboratory email of the report, or direct export-authority email of the RNATTD declaration. The official mailbox is [email protected]: subject is the microchip number, one animal per email, total attachment size below 10 MB. Email transmission succeeds only with the automatic acknowledgement; an owner’s ordinary forwarded copy does not meet the direct-sender rule.

Mainland China: separate project or re-entry approval

Dog / Cat · In the cabin / Accompanied hold baggage / Separate cargo service

Pets arriving from mainland China without a Taiwanese export-quarantine record require project-import approval from the International Trade Administration before the quarantine application. Pets previously exported from Taiwan use the qualifying re-entry procedure and supporting records. Confirm the actual animal identity, breed and approval terms before departure; ordinary other-origin health steps alone do not establish permission to import.

Permit changes and the 2027 form transition

Dog / Cat · In the cabin / Accompanied hold baggage / Separate cargo service

To change the authorised arrival period or port, apply before the permit expires and at least ten days before the new entry date; only one change application is allowed. Recheck vaccine and test validity. Both old and new permit versions are accepted during 2026; the old version is no longer accepted from 1 January 2027. Follow the arrival period printed on the approved permit.

Pit-bull prohibition and limited older-possession cases

Dog · In the cabin / Accompanied hold baggage / Separate cargo service

The prohibition on keeping/importing the listed pit-bull types took effect on 1 March 2022. For a dog already kept on or before 28 February 2022, first provide supporting evidence to the animal-protection authority and obtain its confirmation of the older-possession exception, then handle quarantine. A quarantine application by itself does not override this separate prohibition.
