Before travelling obtain the exporting government’s original veterinary/quarantine certificate, identifying each animal by microchip and birth date/age and recording the accepted antibody result. A private vaccination booklet alone is insufficient. The embassy warns that absence of the original certificate can result in return at the owner’s expense; in the US path USDA endorsement is still required even if some procedures are completed after arrival.

For the standard prepared adult dog/cat entry path implant an ISO 11784/11785-compliant microchip and ensure the certificate and laboratory report identify the same animal. A chip-or-name box in a US form does not remove this entry requirement. Arrival implantation belongs to a separate hold-and-complete procedure.

The September 2026 Korean legal-information guide requires the blood draw within 24 months before arrival in Korea. The embassy guide and APHIS also reference a 24-month pre-boarding/departure window. Plan the sample to remain within 24 months on both departure and arrival; do not treat this validity window as a 24-month waiting period. Confirm a result at the boundary with APQA.

The September 2026 legal guide allows a traveller declaration or oral notification of type/number to the quarantine officer. Check the number of animals: bringing ten or more dogs/cats requires advance notification to APQA and prior approval for quarantine-facility use. The 2026 guide says this particular advance-notification procedure is not required for one pet. It does not remove the certificate, arrival declaration or inspection requirements.

For the US path use the four-page dog/cat certificate signed by a USDA-accredited veterinarian and endorsed by USDA-APHIS within 30 days before export. The model is valid for 30 days after issue: schedule arrival while it remains valid, and do not restart the issue period using a later endorsement.

Adult US dogs/cats must have current rabies vaccination given before arrival in Korea, with vaccination and validity dates recorded in the certificate. The under-90-day exemption is outside this adult branch. APHIS’s Hawaii/Guam exemption in its ferret section is not a dog/cat exemption.

The certifying veterinarian must examine the US dog/cat, verify any listed chip and attest to no relevant infectious/contagious disease or known exposure. The model also attests that the origin is not quarantined for rabies and there was no rabies exposure. Record the antibody sample date, result and laboratory, with the accredited and USDA veterinarians’ signatures.

If the US animal lacks a microchip, a valid antibody test or a test within the stated 24-month window, APHIS describes completion after arrival, usually with quarantine at the owner’s cost until procedures/results are complete. A valid USDA-endorsed certificate remains necessary. Confirm this contingency with APQA in advance; it is not a test exemption or fixed-duration alternative to the prepared path.
