Unless covered by an applicable Section 21(1) permit, Section 11(2)(a) prohibits keeping a non-native animal on a vessel in territorial sea/internal waters, or landing it. For a dog/cat, keeping it aboard is not an automatic alternative to landing. The 2013 vessel-plant exception is not a pet exception.

Any proposed animal activity must be explicitly covered by the applicable authorization; an ordinary visitor permission does not supply that coverage or guarantee a pet permit.

No ordinary pathway, sanitary certificate or routine quarantine period has been confirmed.
