APHIS requires a Saudi Ministry permit and certificate of origin obtained before travel, accompanying the APHIS-endorsed health certificate for US dogs/cats. The certificate of origin does not need Saudi Embassy attestation in the United States; the permit/origin certificate need not be submitted to APHIS for endorsement. Use the linked US dog/cat certificate issued by a USDA-accredited veterinarian and endorsed by APHIS; digital endorsement is accepted and the printed endorsed document travels with the pet. The model is valid thirty days after issue and records identity, rabies vaccination and any required additional treatments/tests.

The US certificate requires veterinary inspection with no contagious disease/dangerous exposure, origin outside an area quarantined for rabies and no known rabies exposure; record vaccination and validity. Saudi guidance requires pets at least four months old and rabies/other vaccines under the approved programme. Additional vaccine-validity conditions of the applicable permit are considered separately.

Applicable conditions
APHIS limits dogs to hunting, guarding or disability guidance; its linked 2021 Saudi guidance permits individual dog imports from applicants aged thirty. The newer MEWA entry/exit service says dog applicants at least twenty-one, cat applicants at least eighteen, apply fifteen days before shipment, permit valid thirty days, at most two animals and one permit each six months, identification by chip or another method, and rabies validity remaining at least six months. A separate exit/re-entry guide requires obtaining that permit before the pet leaves. These service pathways are not proven interchangeable. Confirm purpose, age, identification, quantity and vaccine/document requirements for the actual permit; do not replace the old import conditions automatically.

Use clean, disinfected transport containers with space for examination and suitable capacity, one animal type per container, and adequate water/food; air containers must meet IATA conditions. The Arabic Saudi guidance prohibits transit through countries/regions banned from import or affected by disease. The linked English translation omits the negation; it is not an instruction to transit through banned regions.
