Romania Pet Import Requirements

EU microchip, rabies and entry-document rules, with the national travellers’ entry list.

Applicable import pathway

Dog / Cat · In the cabin / Accompanied hold baggage

The ordinary pathway covers up to five dogs/cats/ferrets in total, without sale or transfer of ownership. The pet accompanies its owner; an authorised person needs written authorisation and the owner must travel within five days before or after the pet. Transport unrelated to the owner’s journey follows separate movement/import rules, even for a privately owned pet. Event exceptions above five are outside this summary.

Only the accompanied non-commercial pathway with valid rabies vaccination; see the destination scope and all applicable exceptions.

Microchip identification

Dog / Cat · In the cabin / Accompanied hold baggage

Have the pet identified with a compliant microchip and record its number in the travel document. The rabies vaccination date must not precede implantation or reading of the chip. A clearly readable tattoo applied before 3 July 2011 is an accepted exception. Check the current technical requirements and the transition rules for an existing chip before arranging implantation.

Only the accompanied non-commercial pathway with valid rabies vaccination; see the destination scope and all applicable exceptions.

Vaccination records

In the ordinary vaccinated pathway, rabies vaccination is given from 12 weeks of age and remains valid during travel. Wait at least 21 days after completion of the primary vaccination course. A booster given within the previous vaccination’s validity keeps the continuous series; a lapse requires rechecking the primary-course waiting period. Destination-specific young-animal exceptions are not determined here.

Only the accompanied non-commercial pathway with valid rabies vaccination; see the destination scope and all applicable exceptions.

Documents and permits

For travel from another EU member, carry a properly completed valid EU pet passport; a still-valid certificate endorsed at a previous EU entry can cover onward travel. For the ordinary non-EU certificate pathway, use Regulation 2026/705 Annex III, issued by an official veterinarian or endorsed by the competent authority after an authorised veterinarian issues it, with the non-commercial declaration. Issue-to-first-EU-entry document/identity check is normally 10 days (sea journeys have a specific extension). After that check, onward EU travel is covered for up to six months or until rabies vaccination expires, whichever is earlier. Valid-passport exemptions need separate checks; a passport issued to an owner resident in Great Britain is not automatically valid for this purpose.

Only the accompanied non-commercial pathway with valid rabies vaccination; see the destination scope and all applicable exceptions.

Required tests

Mainland China is outside the EU exemption lists. For the ordinary first-entry certificate pathway, use a designated laboratory rabies-antibody test with a result of at least 0.5 IU/ml and attach its official report. Sampling is at least 30 days after primary vaccination, or within a current valid vaccination series, and at least 90 days before the accompanying health certificate is issued. Do not count this interval back from arrival. A satisfactory test need not be repeated while vaccination stays continuously valid; qualifying EU-resident pets returning with a pre-departure passport test record have a separate waiting-period exception.

Ordinary entry from mainland China; not a confirmed EU-resident return exception.

The covered origins Hong Kong, United States, Canada, Mexico, Japan, Great Britain, Australia, New Zealand and Singapore are on the EU’s listed-country exemption pathway for rabies antibody testing. The exemption also depends on where the pet stayed and its transit: after passing through an unlisted territory, a signed declaration must document secure transit without contact with animals susceptible to rabies. It does not waive valid rabies vaccination, identification or travel documents. Mainland China cannot use Hong Kong’s listing.

Listed-origin pathway; verify residence, stays and transit under Article 17.

Arrival inspection

Dog / Cat · In the cabin / Accompanied hold baggage

For the covered non-EU origins, arrange the document and identity check at the first designated travellers’ point where the pet enters the EU, and contact its competent authority on arrival. If this country is the first EU entry, official location references include Henri Coandă airport (Bucharest) and Avram Iancu airport (Cluj). The linked national list or legislation predates the 2026 EU framework; use it as a location reference and confirm current operation and pet checks directly. If the first EU entry is elsewhere, do not postpone that check until this final destination.

First entry into the EU, not a requirement for every subsequent intra-EU border crossing.
