In-force veterinary-quarantine framework covers pet health documents, permission, advance notice, entry checks and conditional quarantine arrangements; current individual instructions and route acceptance remain to confirm.

For a journey processed under the general import framework, carry the Ministry of Agriculture’s prior import permission and enter through the approved veterinary crossing specified in it (Articles 1, 5 and 7). Approval depends on source-country epizootic conditions and justified additional measures (Article 4). Household/temporary-entry animals are also subject to ministerial instructions under Article 5(2); confirm the current individual-pet procedure and how it applies before applying the general consignment checklist. This does not prove a crossing is operating, route access or admission by other authorities controlling the journey.
Selected legal-framework conditions for healthy adult private dogs/cats, without sale/ownership transfer, whose entry is accepted by the Palestinian veterinary authority and processed under Regulation 6/2010 at an approved veterinary crossing. The official gazette marks this regulation in force, issued 18 January 2010 and effective 9 June 2010; it is not a newly issued 2026 protocol. Article 5(2) also subjects household/temporary-entry animals to ministerial instructions: obtain the current personal-pet instructions and how general consignment provisions apply to your approved journey before using this checklist. Origin, actual crossing operation, West Bank/Gaza application, route and all authorities controlling transit/entry must be confirmed; these records do not establish that any crossing is open or a journey is possible. Cabin/checked/cargo describes a journey segment, not direct flights to a Palestinian airport or airline acceptance. Food/meat and livestock requirements are not pet requirements. Certificate details, rabies, identification/titer, permission exceptions and quarantine duration remain unconfirmed, not waived.

Household/temporary-entry animals must be accompanied by veterinary health certificates from the country they come from (Article 5(2)). In the approved general-consignment branch, Article 7 also requires proof of country of origin, an international veterinary certificate describing identifying features and freedom from epidemic infectious diseases specified by the veterinary authority, and route evidence listing transit countries. The international certificate is issued by the competent origin authority and signed by the competent veterinarian. Obtain the accepted personal-pet format and disease declarations; no chip standard, rabies interval or certificate-age limit is established here. Meat slaughter and animal-origin food radiation/residue documents in Article 7 are not dog/cat documents.

For the approved general import branch, Article 8 requires documents accompanying the consignment to be authenticated by the Palestinian embassy or the representative protecting Palestinian interests in the origin country. Certificate text must be in Arabic and English and contain the internationally applicable health particulars. Confirm the actual authentication channel and personal-pet certificate accepted under the current instructions; do not replace the stated two-language requirement with English alone or assume a generic foreign certificate is accepted.

An importer who has obtained permission must notify the competent veterinary administration in writing one week before the expected consignment arrival (Article 6(1)). This is an import-arrival notification, not a health-certificate validity window or the separate 48-hour export-application timing previously researched. Confirm the current submission channel and personal-pet implementation; do not reverse it into a notification made within the week after arrival.

At the approved veterinary crossing, the official veterinarian checks the import documents and the transport person in charge’s signed reports on prohibited loading, disease contact/affected transit areas, and any illness or death during the journey (Article 9). The veterinarian then performs the required health examination/tests before crossing (Article 10). Referral to quarantine is by that veterinarian’s decision (Article 11). Missing, incorrect/incomplete documents or specified disease can cause refusal and return at the importer’s expense (Article 12). These provisions do not establish an automatic laboratory panel or a fixed isolation duration for every healthy pet.

If dogs/cats require quarantine and a dedicated facility is unavailable, Article 14 requires the importer and competent director-general to agree the location for completing the quarantine procedures. The importer bears relevant boarding, vaccine, test, identification/registration, transport and care costs under Article 13. After administrative/quarantine procedures are completed, the competent veterinarian issues release permission; take the consignment out no later than 24 hours after the quarantine period ends, after paying due fees/expenses (Article 20). This 24 hours runs after quarantine ends, not from arrival, and is not a promised 24-hour isolation period. Actual pet instructions, site, duration and current fees must be confirmed; the 2010 schedule is not presented here as a verified 2026 quotation.

Rules depend on the route, animal and operating carrier. Confirm your own journey with the relevant authority and airline.
Applicable conditions
Obtain the ministerial household/temporary-pet instructions under Article 5(2), current origin and personal-import acceptance and which general provisions/any exceptions apply. Confirm the operative crossing, West Bank/Gaza implementation, transit and all border/carrier permissions before booking; Palestinian framework records do not settle Israeli, Jordanian, Egyptian or any other applicable transit/entry requirements. Confirm the personal certificate format/age, rabies vaccination/validity, microchip/ID, titer, parasites, young animals, quarantine duration, site and current fees. Do not copy neighbouring-country rules, livestock/feed requirements, export timing or the 2010 rabies service charge as a universal vaccination window. These conditions are a legal baseline, not a confirmed feasible route or complete pet protocol.
