Norway Pet Import Requirements

Pet entry requirements: selected US and European passport routes, identification, rabies vaccination and destination-specific conditions.

Eligibility and unresolved conditions

Dog / Cat · In the cabin / Accompanied hold baggage

Selected mainland Norway path: at most five adult private US dogs/cats, no sale/ownership transfer, with the owner or a natural person authorised in writing. The pet’s movement is caused by the owner’s journey and falls within five days before or after it; carry travel evidence.

Healthy adult private US dogs/cats to mainland Norway, at most five, microchipped/valid rabies, owner or written-authorised companion within five days, no sale/transfer, selected Oslo air entry. Current national certificate format must be confirmed; EU reform remains an October proposal. Svalbard, cargo, former stray animals and other exceptions are separate.

Identification

Dog / Cat · In the cabin / Accompanied hold baggage

Identify before rabies vaccination using an ISO11784 microchip readable by ISO11785, or provide a compatible reader for an accepted non-ISO chip. Record identification with the vaccination documents; this batch selects the microchip branch.

Current national certificate format must be confirmed; EU reform remains an October proposal. Svalbard, cargo, former stray animals and other exceptions are separate.

Vaccination

Dog / Cat · In the cabin / Accompanied hold baggage

An authorised veterinarian gives rabies vaccine at age twelve weeks or older. Primary vaccination becomes valid no earlier than 21 days after the manufacturer’s protocol; timely boosters avoid a new 21-day wait. A booster after expiry is primary. Record validity in the identification document.

Laboratory tests

Dog / Cat · In the cabin / Accompanied hold baggage

Norway’s published third-country guidance exempts animals from its linked listed-origin branch from rabies antibody testing; the linked official country table includes the US. For transit through an unlisted country, keep the signed no-contact/secured-transport declaration. Do not apply the current EU ninety-days-to-certificate rule to every Norwegian journey.

Parasite treatment

Dog · In the cabin / Accompanied hold baggage

Dogs, including puppies, receive veterinary Echinococcus multilocularis treatment 24–120 hours before entry into mainland Norway, with praziquantel or an effective approved substance and veterinary certification in the health certificate. Cats do not require this medication. The repeated-travel 28-day option is separate.

Certificates and permits

Dog / Cat · In the cabin / Accompanied hold baggage

Carry an official health/identification document with microchip, valid rabies and any required treatment/test information, and show it with the animal for entry checks. The published Norwegian guide still names the 577/2013 certificate; confirm the actual issuing model with the entry authority rather than replacing it automatically with a new EU form.

Entry and quarantine

Dog / Cat · In the cabin / Accompanied hold baggage

The selected US air journey enters via Oslo Airport and the owner/authorised person contacts the Norwegian Food Safety Authority for checks. Notify at least 48 hours ahead as the authority advises to avoid waiting; the page does not state that notice as a compulsory permit deadline. Listed special territories and Svalbard have different entry options.

Eligibility and unresolved conditions

The Norwegian consultation published on 2 October 2026 closed on 23 October; the official page now says the deadline has passed. The proposal alone is not evidence of adoption or commencement. Use the current Norwegian route guidance and confirm any subsequently adopted act before applying a new EU form or validity period.

Certificates and permits

Dog / Cat · In the cabin / Accompanied hold baggage / Separate cargo service

Rules depend on the route, animal and operating carrier. Confirm your own journey with the relevant authority and airline.

Applicable conditions

For a US-issued certificate, confirm Norway’s accepted form, endorsement, validity and transition with the entry authority. The October consultation has closed, but its proposal alone cannot establish the applicable certificate transition or import validity. The European passport route on this page is a separate branch.

Applicable conditions

Selected EU passport and US routes are described separately. Check current safeguards and carrier acceptance. Other origins/documents, Svalbard, former strays, restricted breeds, young animals, cargo and transfer need separate assessment. Unknown quarantine duration is not an exemption.

Private travel and owner’s journey

Dog / Cat · In the cabin / Accompanied hold baggage

Travel must be caused by the owner’s journey and involve no sale or transfer. This selected route covers at most five pets. If another person accompanies the pet, carry written authorisation and the required owner declaration, with evidence that the owner travels within five days before or after the pet.

Healthy adult privately owned dogs/cats, 1–5 pets, travelling non-commercially from the listed European origins with a valid recognised pet passport. Owner travels with the pet, or a written-authorised person within five days of the owner. No sale/transfer; independent cargo, young animals, new third-country certificates and unlisted routes are separate. Norwegian mainland only; former strays are outside this branch. Transport labels do not establish airline acceptance.

Check identification before vaccination

Dog / Cat · In the cabin / Accompanied hold baggage

Identify the pet before rabies vaccination with a compliant readable microchip. A clearly readable tattoo applied before 3 July 2011 is accepted. For a chip outside the specified ISO standards, provide a suitable reader; the identification must match the passport.

Owner travels with the pet, or a written-authorised person within five days of the owner. No sale/transfer; independent cargo, young animals, new third-country certificates and unlisted routes are separate. Norwegian mainland only; former strays are outside this branch. Transport labels do not establish airline acceptance.

Valid rabies vaccination and first-vaccine wait

Dog / Cat · In the cabin / Accompanied hold baggage

Rabies vaccination must remain valid for entry. The pet must be at least 12 weeks old at primary vaccination; allow at least 21 days after completion of the primary protocol, or longer if the product’s immunity period requires it. A booster given within the previous vaccination’s validity has no new 21-day wait; a lapse is treated as primary vaccination.

Owner travels with the pet, or a written-authorised person within five days of the owner. No sale/transfer; independent cargo, young animals, new third-country certificates and unlisted routes are separate. Norwegian mainland only; former strays are outside this branch. Transport labels do not establish airline acceptance.

Carry the valid original pet passport

Dog / Cat · In the cabin / Accompanied hold baggage

Carry the valid original EU/Norwegian pet passport, properly completed with owner, identification, valid rabies vaccination and any required dog tapeworm treatment. A clinic vaccination booklet does not replace it. Check that the format is recognised by the destination. This branch does not establish the validity of a third-country health certificate.

Dog tapeworm treatment before arrival

Dog · In the cabin / Accompanied hold baggage

For dogs on this route, a veterinarian must give an effective Echinococcus multilocularis treatment 24–120 hours before scheduled entry and record the medicine and treatment in the passport. Cats do not need this treatment. An accepted continuous 28-day programme is an alternative, not a second simultaneous requirement; ask the veterinarian to check its full schedule. A departure selection alone does not establish a direct-route exemption.

Check the direct-route tapeworm exemption

Dog · In the cabin / Accompanied hold baggage

Dogs travelling directly from FI, MT, IE are exempt from the usual tapeworm treatment on this selected route. Check the complete route and any stops; selecting one of these origins is not proof of direct travel. If the exemption does not apply, obtain the required veterinarian treatment and passport record; cats are not subject to this dog-only rule.

Sweden–Norway-only travel: rabies exception

Dog / Cat · In the cabin / Accompanied hold baggage

Norway’s official guide does not require rabies vaccination for pets travelling only between Norway and Sweden. This is a travel-history condition, not an exemption for every pet whose last airport is in Sweden. If other countries are involved, apply Norway’s standard valid-vaccination requirements and confirm the route with the authority.
