Section 2.3.6 of the Customs manual includes dogs/cats as pets and requires a summary declaration in the e-customs system. Its pet definition excludes animals listed in CITES appendices; use the separate route for those species.

Applicable conditions
The customs pet paragraph lists advance MAFF/CITES permission for other animals. The national trade repository’s 2009 general animal-sanitation procedure also includes animal import permission and business registration. Their application to personal pets was not resolved; the customs list alone is not treated as a universal veterinary-permit exemption or a requirement to register a pet owner as a trader.
