Afghanistan Pet Import Requirements
2016 framework and current live-animal application workflow obtained; individual dog/cat conditions still unconfirmed.
The official gazette text hosted by FAOLEX and the Ministry’s current law directory identify the 2016 Animal Health (Veterinary) Law. The framework addresses animal health, veterinary responsibilities and import/transit supervision. It does not by itself establish an accepted personal-pet permit application, origin list, health certificate, rabies waiting period, chip/titer or current arrival quarantine. The original is in Dari/Pashto with legacy-font extraction problems; missing searchable words are not evidence of exemption. Live animals imported for meat, feed controls and an older draft are not substituted for the current household dog/cat protocol. Obtain instructions for the actual destination and port from the competent veterinary authority. The current MAIL workflow directory links a five-page procedure for import documentation of large and small animals through the breeding-promotion department, with comparison against an exporting company’s documents. Animal Health/Public Veterinary Health and Quarantine adds case-specific health requirements, and Customs Quarantine releases a shipment only if the official letter’s actual conditions are met. Its 33 steps and 5–17 days summarize this administrative workflow, not guaranteed personal-pet permit processing or an arrival-quarantine period. The 2026-07 upload path is not a proven legal effective date. No specific household dog/cat vaccination, examination, ID, titer or quarantine values are supplied; do not substitute this livestock/company process for the personal-pet protocol. The rendered 2016 original confirms departmental powers over import/transit inspection, necessary sampling and quarantine arrangements (Article 6). These powers do not establish that every private pet needs a fixed laboratory panel or a fixed isolation period; export inspections and animal-product tests are separate provisions. Certificate forms are left to implementing rules. The reread improves the legal explanation without confirming a current personal-pet procedure.
